The Board of Appeals consisted of five citizens and the city assessor. Seated are L. j. Jacobs, "Attorney John Erickson, chairman, and Emil Zitner. Standing are George Haberle, Chris Nicholson and Charles Schmidt, city assessor. This board interprets the city's zoning ordinance and has the power to grant exceptions and variances in cases of exceptional difficulty and unusual hardships. During its eight meetings this year the board heard 13 appeals to grant building permits which had been refused because they failed to meet the city's zoning requirements."
